ヤクザ組織の盲目の支配者に、座頭市が窮地に立たされてしまうシリーズ第21作。アイデアマン?勝新太郎が、初めて正式に脚本に参加しているが、特に目新しい趣向は見られない。市のライバル役の仲代達矢は、得意のギョロ目をむいてすごんでみせるものの、「椿三十郎」の時のような迫力はない。
