本剧根据姚传华小说《迷茫》改编。 　　陆阳市委将刚刚转业的战斗英雄胡功禄分配到市城建建设指挥部任副总指挥。指挥部的高总指挥是一名高干子弟，因怕暴露自己的经济问题，千方百计地拉拢胡，但胡不为所动。不久，陆阳市开展一场名为“廉政风暴”的反腐运动，高被查处并入狱，胡功禄则因其廉洁作风和出众的工作能力被提升为总指挥。 　　高母运用自己的权利为高办理了保外就医，高出狱后即秘密潜逃出境。不久，高易容该名后以香港某公司法人的身份回到了陆阳市。当高看到频频在媒体上露面并受到群众爱戴的胡功禄时，发誓要报复。 　　高利用国资贷款和金钱美女等各种手段来对付胡功禄，曾经廉洁奉公、想为普通群众谋利益的胡终于把持不住，逐渐滑入罪恶的陷阱。陆阳市接连发生的命案很快引起了上一级领导层的注意，在历经曲折的破案期间，胡功禄却受到保护，因即将接任副市长而被派往中央党校学习去了。办案人员几经周旋终于查...
